Exam Strategy | IGNOU MPA-016 Decentralisation & Local Governance | TEE Guide

MPA-016 (Decentralisation and Local Governance) examines the theory and practice of democratic decentralisation, Panchayati Raj institutions, urban local governance and grassroots democracy in India. The course highlights the role of local institutions, citizen participation, fiscal decentralisation and governance reforms in strengthening local government.

Although the syllabus appears wide, analysis of previous years’ questions shows that the examination generally revolves around a limited number of recurring themes in decentralised governance. By focusing on these themes and preparing them strategically, learners can handle the exam effectively.

1. Understand the Exam Pattern

• Total questions in paper: 8
• Questions to attempt: 5
• Each answer: about 500–600 words
• All questions carry equal marks (20 each)
• Questions are mainly conceptual and analytical

Preparing 15–20 core topics thoroughly is usually sufficient to attempt the paper confidently.

2. Focus on Core Areas of the Syllabus

Most questions in MPA-016 come from the following key themes:

A. Concepts of Decentralisation

• Meaning and significance of decentralisation
• Democratic decentralisation
• Devolution of powers, functions and functionaries
• Administrative decentralisation (deconcentration, delegation, devolution)

B. Panchayati Raj and Rural Local Governance

• 73rd Constitutional Amendment
• Structure and functions of Panchayati Raj Institutions
• Role of Gram Sabha
• Local level planning and rural development

C. Urban Local Governance

• Structure and functions of Urban Local Bodies
• Urban governance reforms
• Role of municipalities in service delivery

D. Fiscal and Administrative Decentralisation

• Fiscal decentralisation
• Role of State Finance Commission
• Centre–State–Local relations

E. Contemporary Issues

• Accountability and transparency
• Capacity building of local institutions
• Women’s participation in local governance
• Role of e-governance in local administration

3. Use a Simple Answer Framework

Most answers can be written using the following structure:

  1. Introduction – define the concept
  2. Explanation of the concept
  3. Major features or arguments
  4. Role in decentralised governance
  5. Conclusion – relevance for democratic governance

This structure helps present clear and organised answers, which are easier for examiners to evaluate.

4. Revise Using “Core Points”

Instead of memorising long paragraphs, focus on 5–6 key points for each topic.

For example, while revising Democratic Decentralisation, remember:

• definition and concept
• objectives of decentralisation
• role in grassroots democracy
• institutional mechanisms (PRIs, ULBs)
• challenges and limitations
• relevance in contemporary governance

These points can easily be expanded into a 500–600 word answer in the exam.

5. Practice Writing Structured Answers

Before the exam, try writing 2–3 answers under timed conditions (30–35 minutes each).

While writing answers:

• use clear headings and sub-headings
• refer to constitutional amendments and institutions
• keep answers close to the word limit

Well-structured answers usually receive better marks.

6. Focus on Clarity and Presentation

Strong answers usually include references to:

73rd and 74th Constitutional Amendments
• Panchayati Raj institutions and Urban Local Bodies
• concepts such as decentralisation, participation, accountability and grassroots democracy

Using short paragraphs and clear headings makes answers more organised and easier to evaluate.

All the Best for your exams!!
