How to write a 20-mark answer

• Start with 3–4 lines of introduction defining the concept.
• Use 3–4 sub-headings – meaning, importance, challenges, way forward.
• Prefer key expressions: 3Fs, grassroots democracy, participatory planning, fiscal decentralisation, service delivery, accountability.
• End with 2–3 lines of conclusion linking to democratic and local governance.
• Maintain 600–700 words as followed in the model answers.

Correct attempt rule

• The paper contains two sections.
• You must attempt at least two questions from each section.
• Write total five questions for 100 marks in 3 hours.

Realistic time planning

• Allocate 35–40 minutes per question.
• First 3–4 minutes – plan headings on rough page.
• Next 30–32 minutes – write the answer in paragraphs.
